Households can upgrade the energy efficiency of their homes with a subsidy of up to 70% under the “Home energy efficiency II” NSRF programme. The initiative targets domestic energy savings and lower utility bills, specifically prioritizing low- and middle-income households.

Home energy efficiency II Programme Overview & Budget

  • NSRF Funding: Approx. €250 million allocated from the 2014–2020 NSRF.
  • Total Program Budget: Expected to reach €500 million when including private funds.
  • Application System: Applications are submitted electronically via a system built by the Hellenic Bankers’ Association, operating on a strict first-come, first-served basis.

Eligible Properties

Single-family houses, apartment buildings, and individual apartments qualify if they meet the following criteria:

  • Primary Residence: Must be actively used as the main residence.
  • Legality: Must have a valid building permit or legalizing document (no arbitrary structures).
  • Energy Rating: Must be classified in Category D or lower based on the initial Energy Performance Certificate (EPC).

Applicant Eligibility

  • Open to natural persons with full/fractional ownership or usufruct who satisfy the program’s specific income criteria.
  • The revised scheme expands eligibility across 7 income categories.

Key Programme Breakthroughs & Limits

Optional Bank Loans: Taking out a bank loan is no longer compulsory for participation, decoupling loan obligations from grant approval.
Budget Cap: The maximum eligible budget per application is €25,000.
Digital & Bureaucracy-Free Process: Applications are processed exclusively online via a dedicated portal, where the electronic form functions as an official solemn declaration.

Energy Inspection Workflow

  • Initial Energy Audit: An official Energy Inspector must conduct a first inspection and issue an Energy Performance Certificate (EPC) to identify required upgrades.
  • Targeted Upgrades: Building interventions are selected based on audit findings to maximize energy performance improvements.
  • Final Verification: A second energy audit takes place after project completion to confirm that energy savings targets were met before final grant payout.
  • 100% Inspector Cost Coverage: Energy Inspector fees are fully covered by the programme upon application approval.
